TCE approves preliminary opinion on the s of the Government of Pará for 2024 332ds

The State Court of s (TCE) unanimously approved, in a special session held this Monday (02), a favorable Preliminary Opinion on the annual s of the Government of the State of Pará for 2024.

The session was opened by the president of the TCE, counselor Fernando Ribeiro, and was attended by the Attorney General of s, Stephenson Victer. The preliminary opinion of the Court of s will be sent for analysis by the Legislative Power.

The rapporteur for the 2024 s was counselor Odilon Teixeira, whose vote was endorsed by the other counselors present at the session. He discussed the results achieved by the Government in 2024, highlighting compliance with the minimum percentages of funds allocated to health and education, and adherence to the rules for distributing state tax revenues to municipalities. He mentioned compliance with the golden rule, stating that credit operations should not exceed expenses with investments and debt amortization. This rule aims to ensure fiscal responsibility.

Teixeira highlighted that Belém will host the United Nations Conference on Climate Change (COP 30), and received investments of R$ 4.5 billion, from its own resources and the Federal Government, with works aimed at the event's infrastructure. The team that evaluated the 2024 s made 40 recommendations aimed at improving the ability.

The Attorney General of the State, Ricardo Sefer, represented Governor Helder Barbalho at the event. According to him, "the s of the State Government are doing very well, from the perspective of the parameters of the Fiscal Responsibility Law, which is due to the technical work of a dedicated team."

Sefer itted that Pará still faces significant challenges, including improving general sanitation conditions and access to drinking water. For this reason, he said, the State has made a great effort to increase investments for the benefit of the society of Pará, in all corners, and not just in the metropolitan area.

Prosecutor Adriana Gouveia spoke about the structural investments made, which aim to meet the COP and will remain as a legacy for the city. Pará met the primary result target established in the LDO and continues to comply with the limits regarding the payroll of personnel, adhering to the Fiscal Responsibility Law (LRF), she stated.

Regarding the recommendations presented by the TCE, the prosecutor stated that all will be analyzed by the Government's technicians, so that they are fulfilled, in order to improve state management and strengthen fiscal balance.

Participating in the session from the Government were Attorney General Ricardo Sefer; the Deputy Attorney General for istrative Affairs of the State Attorney General's Office (PGE), Adriana Gouveia; Lourival Barbalho Jr., Deputy Secretary of Sefa, representing Secretary René Sousa Júnior; Ivaldo Ledo, Deputy Secretary of Planning and Budget of the Planning and istration Secretariat (Seplad), and the Director of ing and Fiscal Management of Sefa, Paulo Paiva.

Documents - The State's ability includes, in addition to the General Balance of the State (BGE), the report of the Central Body of the Internal Control System of the Executive Power, on the execution of budgets and evaluation of the istrative management situation, in its ing, financial, budgetary, operational, and patrimonial aspects; the demonstration of resource application in the maintenance and development of education; the demonstration of own expenses with actions and public health services, the demonstration of total expenses with active and inactive personnel of direct and indirect istration, broken down by agencies and entities; the report of the State's social exclusion map, the reports provided for in the Fiscal Responsibility Law and other documents and information required by the TCE.

Coordinated and forwarded to the TCE by Sefa, through the State Treasury team, the Government's ability is organized based on information extracted from the Integrated State Financial istration System (Siafe), from data from the powers and bodies of the State Public istration. The Seplad and the State General Comptroller's Office (CGE) also participate in the preparation of the ability with specific reports from their areas of action.

Results - Last year, Pará's tax revenue reached R$ 31.877 billion, with ICMS representing 76.53% of the amounts. Between 2018 and 2024, the State's Own Current Revenue grew by 125%, from R$ 16.466 billion to R$ 37.298 billion. The State's general budget for 2024 anticipated a collection of R$ 21.713 billion, and the actual amount was R$ 24.395 billion. The resources used for investments were R$ 5.610 billion in 2023 and R$ 5.330 billion in 2024, representing 15.47% of the Net Current Revenue and 12.93% of the NCR, respectively.

The Consolidated Debt (DC) reached R$ 7.091 billion in 2023 and R$ 8.721 billion in 2024, representing 19.5% in 2023, and 21.19% in 2024, compared to the State's Net Current Revenue (NCR). The Consolidated Net Debt (DCL) was R$ 1.645 billion in 2023 and R$ 2.953 billion in 2024.

According to the legislation, the State can incur debt up to 200% of the NCR, that is, up to R$ 82 billion.
